Problems and countermeasures of intellectual property management driven by performance appraisal in tertiary public hospitals

Abstract: Objective  Finding the problems of intellectual property management, and put forward the corresponding countermeasures of patent management and transformation in response to the performance evaluation of tertiary public hospitals.  Methods   The data of patent application, authorization and transformation in Xuanwu Hospital of Capital Medical University from January 2010 to December 2019 were searched on the website of State Intellectual Property Office for statistical analysis.  Results  In recent ten years, the number of hospital patents has showed an upward trend of volatility. The patents are mainly utility model patents. The authorized patents are distributed in neuroscience, surgery, anesthesiology, geriatrics and other disciplines. There is a strong correlation between the number of authorized patents and scientific research projects and research funds, and the transformation of patent results is slow. There are some problems in the management of intellectual property, such as the lagging of management level, the lack of professional managers and the difficulty of incentive mechanism. Conclusion  Leadors should establish standardized intellectual property management system, cultivate or introduce professional management team, increase incentive measures for achievement transformation, optimize achievement transformation environment, and stimulate sustained innovation vitality, so as to promote the construction of innovative hospital.
