The College English course, as a public basic course in medical schools, plays the key role in improving medical students' language proficiency. To achieve the course goals, it is necessary to design the course from three perspectives—the national needs, school-based features, and the characteristics of the language discipline—and build a college English teaching ecosystem by integrating the relevant elements of education and teaching with the guidance of educational ecology theory. The teaching practice completed and the achievements achieved in Capital Medical University have proved that the model of medical college English teaching ecosystem, with the characteristics of synergy and integration of medicine and language, and the seven ecological factors, is feasible and effective. The seven factors are medical talent cultivation orientation, teachers' team, teaching resources, teaching methods, teaching feedback, teaching environment, and medical students.

As China continues to promote innovative development in medical education, enhancing the innovative awareness and capabilities of undergraduate medical students has become an essential requirement for cultivating top-notch innovative talents in higher education. Experimental surgical science serves as a bridge course connecting basic medical science and clinical medicine. However, the current challenges in this course include a lack of diversity in teaching methods, insufficient integration of ideological and political education, rigid clinical thinking among students, a lack of innovative awareness, non-standardized technical operations, and a single evaluation system. By reforming teaching concepts, models, and methods, updating course content, developing patented teaching tools, utilizing digital course resources, opening laboratories, and improving a diversified evaluation system, these measures not only enhance teaching quality but also ensure standardized teaching by instructors and standardized operations by students. These efforts effectively stimulate students' interest in learning and innovative thinking, further improving their clinical thinking abilities, practical skills, innovative capacities, and self-learning abilities. This approach achieves the dual objectives of talent cultivation and education, providing valuable insights for the cultivation of interdisciplinary and innovative medical talents.

This article summarizes the distribution characteristics of China's research funding reform policy of "decentralization, management and service", and uses Rothwell and Zegveld policy tool classification methods to construct a three-dimensional framework of "policy tools-policy objects-policy themes", and analyzes the texts of China's research funding reform policy. Research has found that there is an imbalance in the structure of policy tool types and the frequency of policy tool usage for different policy objects in China's current reform policy of "streamlining administration and delegating power" for scientific research funding. Finally, optimization suggestions are proposed to optimize the structure of policy tools, further clarify the rights and obligations of policy objects, and establish a dynamic updating mechanism for three types of policy objectives.
