Abstract: Non-budgeted workers, distributed in various posts in public hospitals, have become the main form of hospital employment, and have become an indispensable force in medical work. However, there are still some problems to be solved. As a bridge between the party and individual staff in hospitals, labor unions have made great efforts to pay attention to the sense of belonging, career planning, and the protection of legitimate rights and interests of non-budgeted workers. It enhances the sense of ownership and professional pride of the staff and plays an important role in stabilizing the workforce and creating a harmonious medical environment.
