Abstract: This article summarizes the distribution characteristics of China's research funding reform policy of "decentralization, management and service", and uses Rothwell and Zegveld policy tool classification methods to construct a three-dimensional framework of "policy tools-policy objects-policy themes", and analyzes the texts of China's research funding reform policy. Research has found that there is an imbalance in the structure of policy tool types and the frequency of policy tool usage for different policy objects in China's current reform policy of "streamlining administration and delegating power" for scientific research funding. Finally, optimization suggestions are proposed to optimize the structure of policy tools, further clarify the rights and obligations of policy objects, and establish a dynamic updating mechanism for three types of policy objectives.
