中国近年不同地区医药高科技产业研发效率分析

摘要: 目的  比较我国近年不同地区医药高科技产业的研发效率。方法  整理2015-2019年医药高科技产业研发的投入和产出数据,使用数据包络模型对研发效率测度和分析。结果  研发效率呈现地域性不均衡的特点;24个地区存在不同程度的规模过剩;25个地区的研发效率有很大提升空间。结论  高校、科研机构应加强对研发效率的测度和方法学研究;政府结合测度结果分析制定精准定向的鼓励政策,通过减少投入量、优化研发投入比例或强化产出目标来提高效率。

Abstract: Objective  To compare  research and development (R&D) efficiency of pharmaceutical high-tech industry in different regions of China in recent years. Methods  The input and output data of pharmaceutical high-tech industry R&D from 2015 to 2019 were sorted out, and the data envelopment model was used to measure and analyze the R&D efficiency.  Results  Regional imbalance characteristic is found in R&D efficiency. Twenty-four regions have different degrees of scale excess. Room for improvement exists in R&D efficiency in 25 regions.  Conclusion  Universities and research institutions should strengthen the measurement and methodology research of R&D efficiency. Based on the analysis of the measurement results, local government will formulate precise and targeted encouragement policies to improve efficiency by reducing the input, optimizing the proportion of R&D input or strengthening the output target.
