Abstract: The outbreak of COVID-19 has had a huge impact on China and the world. In the context of social and economic development and the elimination of geographic isolation, emergency public health incidents have brought greater challenges. As the first-line institutions for patient care in emergency public health events, hospitals have limited resource reserves to meet the surge in demand for medical care.  Hospital volunteers, as a supplement in such a situation, can alleviate this conflict to a certain extent. There is currently no domestic or international approach to hospital volunteer management in the context of emergency public health events. This study bases on the COVID-19 and explores how to improve the effectiveness of hospital volunteers in emergency public health incidents and how to better serve patients.

Key words: emergency public health events, volunteers, hospital management
