Abstract: Public hospitals are the backbone of China's medical and health system. Hospital cultural development serves as an important organizational support for the high-quality development of public hospitals, with its core lying in translating values and concepts into institutional norms, service behaviors and talent cultivation practices. Cultural development can not only enrich the cultural connotation of public hospitals, but also play a pivotal role in cultivating high-caliber medical personnel, improving medical service quality and doctor-patient relationships, thereby advancing the high-quality development of public hospitals. Upholding the core socialist values and integrating them deeply into hospital culture exerts a far-reaching influence on the positive development of hospital culture. This paper explores the connotation of cultural construction in public hospital management in the new era.
