Managememt analysis of public hospitals’ staff outside the authorized personnel quota

Abstract: With the continuous development of our society and economy, people's living standard continues to improve and China’s medical industry is also in constant progress to protect the people’s health. Although the health service demand of the society is increasing, the need of public hospital human resources does not keep up with this practice. It leads to the contradiction between human demand and the actual public hospital staffing, which is becoming more and more serious. In order to alleviate this contradiction, public hospitals employ a lot of supernumerary staff outside the authorized personnel quoter, but at this stage, the management of the supernumerary personnel presents various problems.
