摘要: 在新时代,公共卫生的范式正在从狭义的“疾病治疗”转向“全生命周期健康管理”模式,这对公共卫生人才的复合能力提出了更高要求。当前,公共卫生本科生培养以传统的“学校-医疗卫生机构”(以下简称“校-医”)二元模式为主导,虽已较为成熟,但在大健康产业快速发展的背景下,日益暴露出课程内容与工作实际脱节、毕业生就业前景受限以及工业实践技能不足等矛盾。本研究聚焦公共卫生实训课程的改革,在系统分析传统二元模式现实困境与健康产业人才新需求的基础上,提出构建“学校-医疗卫生机构-企业”(以下简称“校-医-企”)多元协同育人模式。为了打通教育链与产业链壁垒,我们倡导重构“三维”模块化课程,深化跨部门联合课程开发,并建立虚实结合的培训平台,通过将公共卫生学科的优势与临床实践和行业趋势不断变化的需求相结合,旨在培养既具备扎实理论知识又具备实际工业能力的复合型人才,从而为新时代公共卫生本科教育的改革提供路径指引。

Abstract: In the new era, the paradigm of public health is shifting strategically from a narrow focus on "disease treatment" toward a comprehensive model of "whole-life-cycle health management," necessitating enhanced interdisciplinary competencies among public health professionals. Although the traditional "University–Medical Institution" (Uni-Med) dual-training model remains the mainstream and is relatively well-established, it is increasingly revealing structural limitations in the face of rapid health industry expansion. These limitations include a disconnect between academic curricula and workplace realities, restricted graduate employment prospects, and a deficit in industrial practice skills. Focusing on the reform of practical training curricula, this study systematically analyzes these challenges and proposes a novel "University–Medical Institution–Enterprise" (Uni-Med-Ent) collaborative education model. To bridge the gap between the educational and industrial chains, we advocate for the reconstruction of a "three-dimensional" modular curriculum, the deepening of joint curriculum development across sectors, and the establishment of integrated virtual-reality training platforms. By synergizing the strengths of public health disciplines with the evolving demands of clinical practice and industry trends, this framework aims to produce composite talents equipped with both robust theoretical knowledge and practical industrial capabilities, thereby offering a roadmap for the reform of public health undergraduate education in the new era.
