公立医院开展医院管理研究现状与对策——以北京大学第三医院为例

Current status and countermeasures of hospital management research conducted in public hospitals—taking Peking University Third Hospital as an example

摘要: 目的 分析医院开展管理研究存在的问题,提出对策建议。方法 分析北京大学第三医院2018—2022年优秀管理项目,并对项目申报人进行问卷调查。结果 围绕“医疗质量安全管理”的优秀管理项目数量最多,占比为42.70%;“职工用于医院管理研究”的时间消耗最少,平均秩为1.61;“提高工作水平、更新专业知识、晋升职称”是职工开展管理研究的主要目的,占比分别为77.92%、61.04%、45.45%;“缺少研究方法、缺乏研究时间、缺乏研究对象”是职工面临的主要科研困境,占比分别为72.73%、67.53%、57.14%;“科研培训、配套激励政策、必要的研究时间”是职工希望获得的主要科研支持,占比分别为89.61%、87.01%、76.62%。结论 设置医院管理研究基金,有助于提升医院管理水平;医院应以公立医院高质量发展为指引,建立完备的医院管理研究基金资助体系;创设医院管理研究青年基金,鼓励青年骨干积极参与;完善配套激励政策,保障充分的研究时间,提高职工参与的积极性;以职工需求为导向,开展管理研究培训。

Abstract: Objective Analyze the problems of hospital management research, and provide countermeasures and suggestions for further management.Methods The hospital-level excellent management projects from 2018 to 2022 were analyzed, and a questionnaire survey was conducted among the project applicants.Results Among the excellent management projects, those focusing on "medical quality and safety management" accounted for the largest proportion, reaching 42.70%. "Employees spent the least time on hospital management research", with an average rank of 1.61. The main purposes for employees to conduct management research were "improving work performance" (77.92%), "updating professional knowledge" (61.04%), and "promoting professional titles" (45.45%). The main research difficulties faced by employees were "lack of research methods" (72.73%), "insufficient research time" (67.53%), and "lack of research objects" (57.14%). The main research support that employees expected to obtain included "research training" (89.61%), "supporting incentive policies" (87.01%), and "necessary research time" (76.62%).Conclusion Establishing a hospital management research fund is conducive to improving the hospital management level. Hospitals should take the high-quality development of public hospitals as a guide to build a complete funding system for hospital management research; set up a youth fund for hospital management research to encourage young backbones to participate actively; improve supporting incentive policies, ensure sufficient research time, and enhance employees' enthusiasm for participation; and carry out management research training oriented to employees' needs.
