摘要: 高校走内涵式发展之路,应紧紧抓住教学管理、人才管理、学科管理三个着力点,坚持以教学质量为根本,以引育人才为保证,以学科建设为动力,立足于制度机制建设,优化“教学质量、引育人才、学科建设”三个效能载体,形成三者相互促进,互为补益的整体联动运行机制,推进高等教育新常态下的新一轮科学发展。

Abstract: On the way to the connotative construction, colleges and universities should strengthen three focal points of pedagogical management, talent management and disciplinary management, taking teaching quality as the fundamental, introduction and cultivation of talents as the guarantee and discipline construction as the driving force. Based on the construction of institutional mechanism and system, colleges and universities should optimize the three effectiveness carriers— teaching quality, introduction and cultivation of talents, and discipline construction—so as to form an integrated linkage mechanism of mutual promotion and mutual benefit to push forward a new round of scientific development of higher education in the new normal environment.
