研究型医科大学附属医院评估指标体系建立及应用

Establishment and application of the evaluation indictor system of university hospitals in the research-based medical university

摘要: 近年来,很多大学医学院校都在探索建立了较为完善的医疗、教学、科研等建设评估指标体系,制定了相应的评估标准。但在指标体系构成上,较少形成包含医疗、教学与科研的定性与定量相结合的综合评估指标体系,且缺乏制定附属医院滚动退出的评估机制。本研究根据首都医科大学附属医院的实际情况,经过文献查阅、专家咨询等方法,以建设研究型医科大学为目标,初步建立了一套定性与定量相结合的附属医院评估指标体系,并对部分附属医院进行了试评估,以期达到能够对附属医院医疗、教学、科研提升的作用,同时本研究对于推动医教协同、提升附属医院的综合实力也具有重要现实意义。

Abstract: In recent years, many university hospitals around the world have gradually explored the establishment of evaluation indictor system including medicine, teaching, scientific research and so on, and have established corresponding evaluation criteria. But for the indictor systems, there are few comprehensive evaluation indictor systems that contain the combination of quantitative and qualitative indexes for medicine, teaching and scientific research. They also lack the evaluation mechanism for rolling out the unqualified hospitals in the process of development. In this study, according to the actual situation of the affiliated hospitals at Capital Medical University, and through literature review and expert consultation method, we initially established a university hospital evaluation index system with both qualitative and quantitative indexes. We have applied the system to evaluate four hospitals, and improved the medical treatment, teaching and scientific research levels of our university hospitals. The research also has important practical significance to promote the medical education and enhance the comprehensive strength of the university hospitals.
