摘要: 非在编职工工作在公立医院各个岗位, 已经成为医院用工的主要形式,并且已经成为医疗工作中不可或缺的重要力量。但聘用非在编职工也存在着一些亟待解决的问题。工会作为医院党政组织联系职工的桥梁,可在关注和关心非在编职工归属感、职业生涯规划、维护合法权益等方面有所作为;在增强广大非在编职工主人翁意识和职业自豪感,提高其获得感和幸福指数,以及在稳定职工队伍、创建和谐医疗环境等方面均可发挥重要的作用。

Abstract: Non-budgeted workers, distributed in various posts in public hospitals, have become the main form of hospital employment, and have become an indispensable force in medical work. However, there are still some problems to be solved.As a bridge between the party and individual staff in hospitals, labor unions have made great efforts to pay attention to the sense of belonging, career planning, and the protection of legitimate rights and interests of non-budgeted workers. It enhances the sense of ownership and professional pride of the staff and plays an important role in stabilizing the workforce and creating a harmonious medical environment.
