Abstract: The classification and development of higher education in Germany has been adapted to the social demand for different talents. "Unity of teaching and scientific research", people-oriented theory, put the emphasis on cultivating the students' independent thinking ability, solving actual problem ability and enhancing good personal qualities. At the same time, the quality assurance system based on external evaluation plays an important role in ensuring the quality of higher education.
