医科院校博士“申请-审核”制招生改革刍议——以宣武医院首年“申请-审核”制招生为例

Analysis of doctoral application review system of medical university——based on the its practice of the first year recruitment of doctoral candidates in Xuanwu Hospital

摘要: 为了达到“拔尖创新人才”的培养目标,教育部十分重视博士招生制度改革,而博士“申请- 审核”制招生是近年来改革的热点。首都医科大学经过充分的前期调研,并结合国内其他院校经验从2017 年开始对部分导师实行了“申请-审核”制招生。从首都医科大学宣武医院第一年实行“申请-审核”制招生的情况看,值得注意和研究的问题有:招生制度宣传力度的保障、对招生实施过程中关键点的把握、如何避免“权利寻租”现象、不同招生制度并存产生的新问题等。本文旨在探讨在以后的招生工作中如何能够不断完善相关制度,使其更加严谨和具有可执行性。

Abstract: In order to achieve the training goal of “top-notch innovative talents”, the Ministry of Education attaches great importance to the reform of the doctoral admission system. In recent years, the doctoral application for examination and approval is a hot topic of reform. Capital Medical University, after thorough survey, started this reform in 2017 among a part of tutors and explored the doctoral application review system. This article introduced the experience of Xuanwu Hospital and pointed out the issues concerning the publicity, the key points of the application, how to avoid the power rent seeking phenomenon, the problems of coexistence of different recruit systems etc. The main purpose of this article is to explore how to perfect this system and make it precise and executable.
